Actually, they used to publish it in the US as well. I bought a few in my early teens in seventies. Even then, I thought they read like parodies of golden age stuff that just weren't funny.

You're thinking of the Ace editions, as edited by 4SJ Acker-Man (see the Wikipedia article that I linked to). I have those, as well as the cheapter follow-on. Since then there have been a couple of other efforts to publish Perry in the US, all have faltered, including, it appears, the one from this year.
